Contact Information: What Is S.W.A.P.? S.W.A.P., the School-to-Work Alliance Program is a collaborative effort between the Colorado Department of Education, the Division of Vocational Rehabilitation and our local school districts. The Cañon City School District is the coordinating agency in Fremont County for S.W.A.P. Services. S.W.A.P. services are free to eligible youth and community employers. S.W.A.P. assists young adults with mild to moderate needs in employment to become competitively employed. S.W.A.P. is designed to enhance employability skills, increase employment opportunities and to involve youth in their community in a meaningful way. S.W.A.P. offers employers pre-screened applicants, financial incentives, on- the- job training, ongoing support services, follow-up services to enhance job placement success, education and consultation.
